Areas and Issues to Bargain for Substitute Teachers

3. Long Term Pay Rates and Contract-Equivalent Pay
4. Incentives for "Building Substitutes" who work in one school or neighboring schools all the time in exchange for much better compensation (daily rates, bonuses, health coverage, etc.)

6. Hiring Rights and Priority for Contracted Positions
7. Due Process
8. Duty Day limits and responsibilities
9. Appropriate, paid training in the specific art of guest teaching
10. Making the Central Office treat substitute teachers with respect and fairness in Assignments, Payroll, etc.

12. Regular teachers' rights to request substitute teachers and be given full professional compensation when forced to take extra students or lose preparation periods due to substitute shortages
