Bylaws & Standing Rules

1. Purpose
The Substitute Teachers Caucus (Caucus) advocates within the NEA for organizing substitutes, improving
working conditions, increasing respect and communication, and promoting quality public education.

2. Meetings
Meetings shall take place during the week of the NEA Representative Assembly (R.A.). A meeting schedule
shall be proposed by the President and approved by the body at the start of that week. All active members
present during a meeting shall have the power to vote.

3. Membership
Active membership, at the rate of $15 dues per year, shall be open to any NEA member whose work in NEA represented
positions was at least 50% as a substitute education employee in the school year of
membership, defined as September 1 to August 31. Associate memberships, at the rate of $10 dues per
year, shall be open to those NEA members who have not substituted for the majority of their work.

4. Officers
Caucus Officers will include:
President
Vice-President (s)
Treasurer
Secretary
and other officers deemed necessary.
Annual elections will be held at the R.A. to fill officer positions. Terms shall run one year from the end of that R.A.

to the end of the next R.A.

5. Elections
Elections for officers shall be held on the second to last day of the R.A. Notice of the election shall be posted
on the bulletin boards made available for caucus announcements. Offices can only be held by current active
members of the Caucus. In the event of a vacancy in the office of President, the Vice-President shall become
President for the remainder of the year. If both offices are simultaneously vacant, the Treasurer and then the
Secretary follow in the line of succession. The President can fill vacant positions with acting officers subject
to the agreement of the officers.

6. Interim Decisions
The body gives the officers the power to make interim decisions for the Caucus during the year between
meetings. Those decisions shall be reviewed, evaluated and/or modified by the body at the first meeting of
the Caucus during the R.A. The membership shall be given timely notification by email of these decisions.

7. Amending The body has the power to amend these rules by majority vote of active members.

8. Quorum A quorum shall consist of three members including the President, or the Vice-President in the case of
designation by the President or the President's absence from the Annual Meeting.
